Jon Rubin

Human Services leader Jon Rubin has been announced as Chief Executive Officer of Penndel Mental Health Center, an agency that provides evidenced based care to individuals with mental illness, intellectual disabilities and co-occurring disorders.
Rubin brings to this role over 30 years of experience in human services. For the past two years, he has served as a Principal with Health Management Associates where he led strategic planning processes, stakeholder engagement practices, and system redesign efforts with human services systems across the country.
Previously, he served as Deputy Secretary of the Office of Children, Youth and Families at the Pennsylvania Department of Human Services (DHS). In this position, he led the state’s child welfare and juvenile justice services programs. During this time, he worked collaboratively with other DHS agencies to ensure accessibility of services and support of underserved populations. He was appointed by Governor Tom Wolf to Pennsylvania’s Juvenile Justice Task Force, and he partnered routinely with advocates, provider agencies, and legislators on all issues related to child welfare and juvenile justice.
Rubin has also served as Director of Housing and Human Services in Bucks County, PA. In this role, he was the leader for public human services for the County including child welfare; aging; housing; mental health; drug and alcohol; Medicaid behavioral services; and intellectual disability services.
Penndel Mental Health Center (PMHC) offers comprehensive services for both adults and children, focusing on therapeutic support and psychiatric care. For adults, services include outpatient therapy, medication management, crisis intervention, case management and residential rehabilitation for individuals with severe mental health conditions. Children's services provide outpatient therapy, behavioral health support, school-based therapy and family-based mental health services. These mental health services focus on emotional, behavioral and developmental challenges, including autism support.
